The important answer in brief

Cyprus has an investor immigration permit route for qualifying non-EU applicants, subject to investment, income, documentation and continuing eligibility requirements. Purchasing any property does not automatically create a right to permanent residence. The category, source of funds, applicant and family circumstances must be checked before a commitment is made.

What is Cyprus permanent residence by investment?

The accelerated investor route is an immigration permit framework administered by the Republic of Cyprus. It is designed for applicants who make an eligible investment and demonstrate a secure annual income from abroad, while meeting the other conditions in force at the time of application.

The permit is not citizenship, does not guarantee employment rights and should never be presented as an automatic result of a property purchase. Official criteria and forms may change. Eligibility should therefore be reviewed using the current government policy and by licensed immigration and legal professionals.

Published investment categories

CategoryPublished minimumGeneral note
New house or apartment€300,000 plus VATThe published policy refers to a first sale by a development company; the precise transaction and evidence must be reviewed.
Other real estate€300,000May include offices, shops, hotels or related developments; category and eligibility must be checked before purchase.
Share capital of a Cyprus company€300,000The company must meet the operating, employment and physical-presence conditions set by the policy.
Units in eligible investment funds€300,000Only qualifying collective investment structures and continuing investment conditions apply.

These figures are an overview of the published policy, not a quotation or eligibility decision. VAT, acquisition costs, financing arrangements and any additional investment required for particular family members must be assessed separately.

Income and source-of-funds requirements

  • Secure annual income: The applicant must demonstrate the minimum annual income required by the current policy, with increases for qualifying dependants.
  • Origin of income: The permitted source depends on the investment category and may need to arise outside Cyprus.
  • Source of investment funds: Transfers and supporting evidence must establish the lawful origin and movement of funds.
  • Supporting evidence: Bank records, tax documents, employment or business records and certified translations may be required.

Income and source-of-funds evidence should be checked early. A property that appears suitable does not make an application viable if the financial evidence cannot meet the published requirements.

A structured route from assessment to filing

  1. Initial eligibility review: Consider nationality, family members, income, source of funds, intended investment and relevant background information.
  2. Select the appropriate investment category: Confirm that the proposed asset and transaction can satisfy the current policy.
  3. Perform legal and technical checks: Review title or registration status, permits, contracts, payment terms and the professionals involved.
  4. Prepare and certify documents: Coordinate originals, translations, legalisation or apostille requirements and validity dates.
  5. Submit and follow the application: File through the permitted channel and respond to requests from the competent authority.
  6. Maintain compliance after approval: Continue the qualifying investment and satisfy insurance, residence and periodic evidence obligations.

Family members and ongoing obligations

The permit may cover a spouse and children within defined age and dependency conditions. Separate arrangements can apply to adult children or students and may require additional income or investment. Each family member should be reviewed rather than assumed to be automatically included.

Current policy includes obligations to retain the qualifying investment and maintain the required health insurance where applicable. Periodic evidence, including criminal-record certificates for adult permit holders, may also be required. A permit can cease to be valid in circumstances such as failing to establish residence within the prescribed period after approval or remaining outside Cyprus for too long under the applicable rules.

Official sources to consult

Always review the current Migration Department information on immigration permits for investors and the associated official forms and document lists. If the route involves property, also consult the Department of Lands and Surveys guidance on sale contracts.

Frequently asked questions

Can I qualify by purchasing a resale home?

It depends on the investment category. Under the published policy, the new house or apartment category refers to a first sale by a development company, while the other real-estate category can cover specified property types that may include resale assets. The proposed property and category must be checked before commitment.

Does permanent residence mean Cyprus citizenship?

No. Immigration permission and citizenship are distinct matters with separate legal frameworks and requirements. Property investment should not be presented as a promise of citizenship.

Can an authorised representative submit the application?

Official procedures provide for filing personally or through an authorised representative, subject to the required appointments, forms, original documents, translations and certifications.

Must the qualifying investment be retained?

Yes. Continued validity is linked to retaining an eligible investment or replacing it in accordance with the current conditions. Disposing of the investment without an eligible replacement can lead to cancellation procedures.
